This World Development Report background paper explores the theory, evidence and data on development and gender equity and studies how to best address gender inequalities while identifying key knowledge gaps. It examines the changing gender norms and gender roles of men and women in private and public spheres; changes in family structures and demographics; changes in labour force participation and access to productive resources; and changes in economic, social, legal and political rights.
